From obligation to opportunity: implementing the EU’s CO2 storage target

May 27, 2025

About the event

Carbon capture and storage is increasingly recognised at the EU and Member State levels as an integral part of Europe’s journey to reaching climate neutrality and, eventually, net negative emissions. However, the development of CO2 storage capacity remains a critical bottleneck.

Successful implementation of the CO2 storage obligation under Article 23 of the Net-Zero Industry Act would unlock emissions reductions across the EU, provide storage for hard-to-abate sectors, and catalyse the CO2 infrastructure and market needed to quadruple CO2 storage capacity within a decade of the obligation’s due date.

This in-person event hosted by Clean Air Task ForceBellona Europa, and Carbon Balance Initiative will explore pragmatic policy solutions to ensure compliance with the obligation.
