Consultation Submission: Roadmap for Transitioning Away from Fossil Fuels in a Just, Orderly and Equitable Manner

We welcome the COP30 Presidency’s invitation to submit contributions on the Roadmap for Transitioning Away from Fossil Fuels in a Just, Orderly and Equitable Manner. We support this initiative and recognise its importance in identifying practical options towards the achievement of Paris Agreement targets.
To support the creation of this Roadmap, we identify barriers to managing a fossil fuel transition including:
Geopolitical volatility and existing structural advantages to fossil fuel production and use;
Limited focus on and insufficiently articulated ‘exit routes’ for a managed decline in supply from producer nations;
The limitations faced by fossil-dependent small or low-income producers, including considerations for long-term investment practices, and
Constraints – both material and economic – to developing clean-up technologies for residual emissions, such as carbon capture and geological storage.

We suggest that a pathway towards a transition away from fossil fuels requires a multi-lever approach, with a focus on three complementary and context-specific pillars:
Managing fossil fuel supply
Driving the shift in energy demand
Building enabling conditions for a just transition
We finally highlight that a just, orderly and equitable decline of fossil fuel production and use should include flexible transition pathways for emerging and developing economies, a coordinated decline of both demand and supply and clear responsibilities for the clean up of remaining carbon dioxide (CO2) in the atmosphere.
