In 2024, Carbon Balance emerged as a trusted voice in UK climate policy, building credibility through our Markets & Mandates report and strategic engagement with government, industry, and civil society.

As the new government advances climate and industrial reform, we are working to embed carbon storage and producer responsibility into the UK’s net zero architecture – mobilising private capital, strengthening regulation, and holding fossil fuel producers to account.

Embedding geological
net zero in UK climate policy

We are working to reshape how the UK defines and delivers climate targets by embedding geological net zero into the heart of its policy frameworks. This includes engaging with the Climate Change Committee, Parliament, academia and civil service to shift away from temporary offsetting and towards long-term, science-based approaches that anchor future climate legislation.

Designing a just transition
for the North Sea

Our work on the North Sea transition brings together energy, environmental, and economic priorities, creating pathways that support fossil fuel phase-out, carbon storage, and renewable investment. We are developing licensing-based tools that turn extraction licences into mechanisms for climate accountability, positioning the UK as a model for managed fossil fuel transitions.

Driving net zero through
accountability & storage

We advocate for obligations and producer responsibility as cost-effective, science-aligned alternatives to subsidy-led approaches. By designing robust regulatory frameworks for technologies such as CCS and CDR, we help government meet net zero targets while catalysing private investment, ensuring long-term storage capacity, and supporting industrial innovation.
