Rachel Ardiff
Rachel Ardiff is a Policy Advisor specialising in EU and UK decarbonisation policy for the fossil and industrial sectors. At EU level, her work focuses on the implementation of Article 23 of the Net Zero Industry Act. She is a member of the Article 23 Watch project group, where she researches and tracks the Article’s implementation, and leads our organisation’s analysis of ongoing litigation brought by obligated oil and gas entities challenging the Article’s carbon storage obligation. In the UK, Rachel focuses on the development of just, science-aligned decarbonisation policy for industrial and fossil sectors. Rachel holds an MSc in Environmental Policy and Regulation, where she studied as a George Moore Scholar. Her research examined the interaction between permanent carbon removals and common but differentiated responsibility requirements in Article 6 carbon markets. She also holds a law degree (LLB) from Trinity College Dublin. In 2024, Rachel worked as a Research Associate with Oxford Net Zero and the Sustainable Law Programme at the University of Oxford, where she retains associate status.
